Today many girls can very easy travel abroad to finland and sweden for shorter periods to work and that is what i believe have increased the prices in Tallinn last years. Normal price in those countries are 200-250 euro + taxi and the majority of foreign customers in estonia are from finland and sweden so its still half price for them here in tallinn.
