Most men riding their bikes alone in some streets in Ho Chi Minh City would find themselves the target of these sex solicitations in public, regardless whether it is during day time or night.

 

Though banned in Vietnam, prostitution has never been completely eliminated – driven underground during police crackdown campaigns and thriving when police enforcement is lax.

The “butterflies of the night,” as the prostitutes are commonly referred to by the locals, ply their trade around certain streets in Ho Chi Minh City, some riding motorbikes, others on bicycles or just standing under the tree shades on street pavements.

Picking up one of the girls on the streets to have a few brief moments of sexual pleasure, male customers sometimes get more than what they have bargained for. As some men are getting ready in the toilet, the girls disappear from the hotel, together with their wallets, money and cell phones. Sometimes, the prostitutes, working in cahoots with mafia gangs, beat up their customers and rob them of all their money.

One of the current hot spots in Ho Chi Minh City is Hoa Binh Park, located on the corner of Hung Vuong and Nguyen Chi Thanh streets, lying in the border between two districts 5 and 10.

Just spotting a man pulling his bike over to answer a phone call, a girl riding an expensive motorbike approached him and asked, “Looking for pleasure? Three knots (slang for VND300,000 or US$15), rent of room included.”

Getting no response, she moved on to another man sitting on his bike nearby. They had some brief exchanges and, apparently after agreeing on the price, rode away together on their bikes.

It was a brief scene a Tuoi Tre journalist witnessed on Nguyen Chi Thanh Street on August 24.

On a stretch of street that is only 500 meters long, running from Nguyen Chi Thanh Street to Hoa Binh Park, prostitution activities seem to go on around the clock. The girls just need to cross the street to enter another jurisdiction to escape in case of police raids or ID checks.

Mr. Sau, a taxi motorbike rider in the area, said, “Prostitutes parade themselves on this street every day from early morning till mid night. They used to cruise the street only at night but recently have started to hang around here all day long.”

It is estimated that around 40-50 “butterflies of the night” work this stretch of the street.

“The police raided the area some months ago, bring down the prostitution activities for a time, but the problem has re-surfaced recently,” said NVT, a night watchman of Ward 9 in District 5.

Other streets, such as Le Tuan Mau and Kinh Duong Vuong in District 6, Hong Bang in District 5, Cong Hoa in Tan Binh District, 23-9 Park in District 1, Linh Xuan Bypass in Thu Duc District and An Suong T-Road in District 12, have also seen prostitutes publicly waving down passers-by.

A sex worker who introduced herself as Lan admitted, “I had a customer at 7:00 am early morning today.”

“It doesn’t really matter whether it is day time or night time. As long as a guest has money, anytime is ok.

“Recently, many men want to do it during day time. And supply comes after demand,” she said curtly, bringing our conversation to an end.

Average prostitution prices in Ho Chi Minh City are following. Cheap street hooker $15-20, girl bar brothel prostitutes $25-50 and massage parlor girls $30-50 (this price includes one hour massage and full service sexual intercourse). High-end internet advertiser escorts in HCMC cost maybe $100 for short time.
 
Cops will usually leave you alone in Saigon as long you do not do anything stupid!

I think overall Vietnamese girls are beautiful, smart and very interesting. It is much easier to recognise in Vietnam who is a prostitute and who is a "good girl", unlike in Thailand, where almotst all the girls are ready to have sex for exchange of money. Beware, that the fancy bars do indeed have lots of prostitutes, so use common sense when you meet a hot chick at a bar by herself at night. But you can actually get freebies in Vietnam so it is a great place.

Official says Vietnam should set up red-light districts

Vietnam should establish red-light districts as a way to control prostitution, an official told a conference Tuesday.

Chung A, former deputy chairman of the National Committee for Prevention and Control of AIDS, said that while prostitution is not recognized as a legal profession in Vietnam, a series of “sensitive services” - a common term used for businesses that can be easily abused for prostitution activities like massage parlors, hotels, or karaoke bars - are licensed and thus flourishing.

He said that prostitution was thus difficult to control.

He was speaking at a conference on measures to prevent and control prostitution.

On the other hand, prostitutes, once caught, face administrative fines only, rather than being brought to rehabilitation centers, he said.

The fines are usually light, ranging from VND300,000 (US$14) to VND4 million ($189), according to A, which would not deter them from relapsing into the illegal business.

According to the Department for Prevention and Control of Social Ills, there are currently around 32,700 sex workers in Vietnam, up 9.3 percent compared to 2012.

There has been much debate about whether or not Vietnam should legalize prostitution.

In January last year, Ho Chi Minh City's Anti-Social Ills Agency proposed that the city administration seek approval from the central government to plan specific areas for "sensitive services” where prostitution would be allowed and possibly regulated.

But the city administration shot down the proposal.

According to the agency, the fight against prostitution has become an almost un-winnable battle and many district officials said their efforts to prevent and fight prostitution have been ineffective.

Last December, a member of the Politburo - the Communist Party's decision-making body - rejected the idea that HCMC should have a red-light quarter.

"It is impossible to do so because it is against the system's nature and the peoples' moral standards," Le Thanh Hai, chief of the city's Party unit, said at a meeting with constituents in HCMC.

HCM City wants to gather sensitive services into one zone to prevent prostitution

 – Given that the situation of prostitution in the city is very complicated, hiding in the form of barber shops, massage, traditional medicine, etc. HCM City has recommended gathering these sensitive business establishments in an area.

 

HCM City has proposed that the government allows the “regional planning” for sensitive business establishments which may generate social evils to closely manage prostitutes.

 

The city said that to help the effective prevention of prostitution, the central government should supplement the provisions dealing with acts of harboring, use of porno methods in service establishments, male and homosexual prostitutes, prostitution involving foreign elements and remedies to ensure enforcement.

 

Ho Chi Minh City proposed to issue tougher administrative fines on the production, circulation of porno movies and performances, which promote hedonistic lifestyle and prostitution. The city also asked the government to study and promulgate “regulations on ethics and dignity” in the training of artists, organizing beauty contests, modeling and the accompanying administrative sanctions.

 

In addition, the city wanted to set up social work centers on a trial basis to educate and support prostitutes in terms of psychology and counseling. These centers will also coordinate with local authorities to help them feel secure and have stable life.

 

According to the HCM City People’s Committee, there are 30,000 sensitive service facilities in the city, nearly 800 more than 2011, including 19,705 accommodation establishments (guest houses, hotels, rooms for rent, etc.); 750 karaoke establishments, studios; 25 bars, discothèques; 943 restaurants with female attendants; 134 massage parlors; 805 barber shops and more than 7,600 cafes.

 

HCM City police also identified the major roads of prostitution such as: Ngo Van Nam, Hai Ba Trung, Tran Quang Khai, Nguyen Phi Khanh, Dong Du, Nguyen Thi Minh Khai Street, Hoang Sa in District 1; Nguyen Trai, Le Hong Phong in District 5; D2, D5 in Binh Thanh District, Tu Xuong, Nguyen, Hai Ba Trung Street in District 3, Nguyen Chi Thanh, Chau Van Liem, Dao Duy Tu, Ngo Quyen in Districts 5 and 10.

But you can actually get freebies in Vietnam so it is a great place.

That is very true. In Bangkok and Pattaya it feels like every one is a whore. It is nearly impossible to find someone in Pattaya who does not want your money. But in HCMC I have actually had many freebies and couple good relationships where I have not felt like an ATM machine. I can surely recommend Vietnamese girls to anyone!
